The Village of Streamwood operates a licensing and inspection program for all rental residential property within the Village. In summary, this program requires all rental residential properties in the Village, including single-family buildings and individual condominium rental units, to be licensed following submission of an application and an interior and exterior inspection of the property. Beginning with the 2017 rental licensing cycle, landlords will also be required to provide certification that they have completed a Crime Free Housing Training Seminar.
Each license for a single-family building or individual condominium rental unit will be $150.00 per building per year. This includes the required inspection.
Following submission of a completed application and the commensurate fee (and proof of completion of an approved Crime Free Housing Training Seminar starting in 2017), an inspection will be scheduled. Following the completion of a satisfactory inspection, or of any corrective actions required as a result of an inspection, a one-year license will be issued. Should the inspections reveal no violations or corrective actions, interior inspections will be waived for the following year. A permit renewal and fee payment is still required on an annual basis. All licenses expire on December 31.
A summary of the Rental Housing Licensing program is available here. For your convenience, the following applications and forms are available from the Forms and Applications page in the Reference Desk section of our website, including:
- Rental License Application - This is for single-family homes, duplexes, condominiums and townhouses. This form should be completed and returned to the Village with the appropriate fee.
- Rental License Inspection Consent Form - This form grants the Village access to the unit by the respective tenant and is required prior to an inspection being conducted. The tenant may grant access in their presence or may give the landlord right to provide access. Please complete the appropriate portion and return to the Village prior to scheduling an inspection.
Crime Free Housing Training Seminars
The Village of Streamwood has adopted a Crime Free Housing Program (to access the ordinance, click here). Any landlord wishing to rent their property in 2017 and moving forward, must complete an approved Crime Free Housing Training Seminar. For answers to Frequently Asked Questions, please click here.
For the 2017 rental residential licensing application process, the Village of Streamwood will accept certification of completion of a Crime Free Housing Training Seminar if a landlord has already obtained certification from another community within the past 12 months.
Crime Free Housing Seminars will be offered online and at the Streamwood Police Department. Training will consist of how to conduct a thorough background check, information on filing a freedom of information request and an overview of our nuisance abatement ordinance. Upon successful completion, a certificate will be presented to the applicant. The seminar is roughly one hour long. The fee for the Crime Free Housing Seminar is $25.00. Documents that landlords may find helpful, including Landord and Tenant Rights and Laws, can be accessed by clicking here.
Landlords can view the complete course presentation online. Once finished with the online presentation, you will be directed to another link to take a test. Participants must successfully complete the test in order to obtain the certification. The certification can then be printed out and used for your Rental Licensing. Landlords completing the training online will pay the required $25 fee prior to taking the online test. For the link to the seminar, click here. For the link to the test, click here. If you are not able to view the seminar from the previous link provided, please click here for the You Tube video presentation of the seminar. The online seminar takes an hour to complete.
Landlords can also attend a training session at the Streamwood Police Department. Participants attending training sessions at the Police Department can pay the $25.00 fee by check or cash at the time of the training. If payment by credit or debit card is preferred, payment can be made at Village Hall during regular business hours prior to the training session; please bring a copy of your payment receipt to the seminar for verification. Registration for in-person seminars will close by 4:00 pm on the Thursday prior to the seminar. A minimum of ten participants must be registered for a training session to take place. Certificates will be issued to participants attending an in-person seminar if proof of payment is provided, or mailed to participants once payment is verified.
Training sessions have been scheduled for April 8 and May 13 at 9:00 am; doors will be open at 8:30 pm. Early arrival is recommended as entry will be restricted once the seminar begins. The in-person seminar will last one to two hours. Registration is open now and you can register by clicking here or you may call Sergeant Dino Heckermann at (630) 736-3709 or Carol Dykstra at (630) 736-3710.
