Village Finances At a Glance
The Village of Streamwood is very proud of its long-standing commitment to good governance and sound financial planning. The Village has received the prestigious Government Finance Officers Association (GFOA) Award for Distinguished Budget Presentation and its Certificate of Achievement for Excellence in Financial Reporting for over 20 years.
Annual Audit Report
This is the 24th consecutive year that Streamwood has prepared a Comprehensive Annual Financial Report (CAFR). The 2011 CAFR presents the financial position of each of the Village’s operating funds and follows reporting guidelines established by the Governmental Accounting Standards Board (GASB).

Bills List
The bills list is a listing, by vendor, of expenditures approved by the Board
of Trustees at each of its regular meetings. This is a detailed account of the
vendor checks written and approved by the Village Board.

Budget
The Village of Streamwood follows a calendar year (January 1 - December 31)
budget cycle. The budget process begins in summer, when the Village Board
establishes its goals and objectives for the forthcoming year. Each department
provides a proposed operating budget to the Finance Department for compilation
into a budget review document. Meetings are held with the Village Board to
ensure that all budget requests are aimed at meeting the goals and objectives of
our community. Public hearings are held in November, and the Village Board
adopts the annual budget in December.

Treasurer's Report
The Treasurer's Report is a state-mandated report of key operational
information on the financial management of the Village. The report includes
information for the prior fiscal year, on the State of the Treasury (i.e. cash
and investments, revenues and expenditures), a list of vendor disbursements in
excess of $2,500, and payroll expenses by employee. The Treasurer's Report is
published annually.

Police and Firefighter Pension Funds
The Village also maintains the Police and Firefighters Pension Funds, which
are defined benefit contributory pension plans, created for the purpose of
providing retirement and/or disability benefits to Police Officers and
Firefighters, and their surviving spouses and dependents. A Statement of
Investment Policy, Objectives and Guidelines is prepared for each pension fund.

Per Illinois Revised Statutes (40 ICS 5) section 3-143 Report by Pension Board, the Police and Fire Pension Boards report annually to the Village Board on the condition of the pension funds at the end of their most recent completed fiscal year. The reports shall be made prior to the board meeting held for appropriating and levying taxes for the year for which the reports are made.
